RECOMMENDATIONS
1).
The National Strategy for Safe Management of Radioactive Waste to be revised,
using the following recommendations as leading principles:
-
Moratorium
on the construction of new nuclear power plants;
-
Establishment
of special decommissioning funds by International Donors;
-
Decommissioning
of units 1 – 4 of Kozloduy NPP in short terms;
-
Putting
an end to the production and transportation of spent nuclear fuel;
-
No reprocessing
(extraction of plutonium);
-
Safer
management of the existing huge volumes of highly radioactive waste (dry
cask storage on the site of the plant);
-
Finding
a long term solution for the expected shipments of already reprocessed
fuel from Russia;
-
Terms
as “burial of the spent fuel and radioactive waste” should not be considered
- the future generations should have the opportunity to monitor and control
the condition of the radioactive waste into the storage facilities;
-
No more
loans for upgrades and modernization of the reactors;
-
Public
involvement in the decision making processes, concerning the future of
Kozloduy NPP.
2). An
integral energy plan for Bulgaria to be worked out with the following leading
principles, instead of the old National Strategy for the Development of
Energy and Energy Efficiency in Bulgaria until 2010:
-
Decentralization
of the electricity production, free access to the transmission grid and
free electricity market;
-
Stimulation
of the energy efficiency measures in the industrial and household sector;
-
Adoption
of the technically possible and economically feasible potential of renewable
energy sources, such as solar and wind power, biomass, geothermal energy,
small scale hydro power plants;
-
Introduction
and implementation of a legislation that promotes the development of the
small businesses in the field of energy efficiency and the use of renewable
energy sources, state subsidies and non-interest loans for the public and
private sector;
-
Development
of a household gasification in the big industrial centers and towns, situated
close to the main gas-pipes.
